Found him running in the sun after a hard frost night and the bird bath was ice this morning. I thought insects were all gone after a hard frost. Does anyone know who this bug is?

This is a wasp in the family Ichneumonidae, they all are parasitic on other arthropods, primarily insects. Many insects can remain active as long as they can stay in sunlight and thus raise their body temperature.
