I have a neighbor lady next door to me who likes to steal flowers from me and some of the other people around our neighbor hood. Her husband dug up some of my phlox, but told me about it several days later, she would also cut my liliacs off my shrub leaving me with just one batch of flowers. I thought something was wrong with my shrub until after I had it dug up, then her husband told me his wife use to come out and take my flowers and put them in thier house. Don't know what to do.

Tell her the next time you'll be armed with a camera and you will go to the police. That's stealing!!!!!
WOW! Some people have nerve! Hand her a Lowes sale flyer and tell her to BUY HER OWN.
The thing is she's got all kinds of flowers, As a matter of fact I have given her a lot flowers and seeds and flower bulbs, I mean this has been going on for around 14 years. Her husband made her give me some of her purple flowers this past spring. That made me happy. They live right next door to us, and I don't know what to say or do without causing any friction.
Is she elderly? I mean, what kind of a personality does she have, is she fully aware of the fact that she's doing something against your wishes? If not, maybe she has some type of dementia.
It seems like her husband knows that what she is doing is wrong, maybe a conversation with him would help. Maybe you could turn the conversation around to make it seem like you are more hurt than angry?
What have the other people in the neighborhood done about it?
I'm curious to know how this turns out. I know how I'd react, but not everyone is as mean as I am. Good luck!

The couple I have been talking about are Vietnamese. She does not speak English, and its hard to understand what he is saying.
I have no idea how long they have been taking my flowers, but over the years some of flowers looked like the one's that I did not give her and they looked like mine. They seem to be nice enough, but I've never been able to talk to her, because of the language difference's.
Oh! Tough one, for sure. Maybe it's a cultural thing.
After a little googling, I could not find anything pertaining to your problem. I would try to get through to the husband somehow.

I have to think there is a cultural thing, with the cut flowers, about flowers that grow 'from nature' and which will fade in a week or two anyway, being free for the taking, even from someones yard. Maybe she figures all flowers are meant to be cut and if you don't she might as well. That does not explain the digging...seems a bit more invasive.
Tough to get around though, with language problem. My sympathies!
Just a stray thought...perhaps, you could plant some flowers that she CAN take? Point to them and tell her yes...point to the ones YOU want and say no?
