These tiny critters are being seen in HUGE numbers this year. I would say, in our neighborhood, there are millions. We have seen them before but never in such numbers. We're seeing clouds of them.
The body is about 1/16" and, with wings (which you can't really see), 1/8". Some appear green and others appear blue-ish.

They're Aphids. They come winged, alata, and without, aptera.

They don't seem to be doing damage. I can't see any in the gardens, anyway. Why the # explosion this year? Any guesses?
They could be in nearby trees. I wouldn't know why you have a population explosion. Somebody else might have ideas though.
