Small bugs infesting pond of lily pads

These Lily Pads were infested with countless small bugs. Not a good close up picture but I guess there cannot be too many insects capable of infesting many lily pads on a pond !

Spotted August 28,2010, Grand Pre, Nova Scotia.

Wonder if they might be aphids. I see some internet references to Water-lily Aphids.
Without a closer photo, I wouldn't know what else to look for though.
