Maximum a half inch long, feeding on Sedum flowers. A new bug to me.
Any ideas?

CLOSED: Small thread waist wasp?
This is not a wasp at all, but a fly in the family Syrphidae - see http://tinyurl.com/24cgfgt for a similar example. Many flies in this family are excellent bee or wasp mimics.
