CLOSED: What type of spider would make a web like this?
Not seeing the spider makes identification difficult, but there are funnel web spiders that make similar structures. As far as I know, the Australian one is the only one that can inflict a poison bite. All spiders are venomous, but most are not harmful, or do not have the capability of breaking the skin with their fangs.
You might check with your local university to see which funnel spiders are found in your area.
Could it be a Labyrinth Spider web?
The labyrinth spider (Agelena labyrinthica) is indeed a distinct possibility - see http://tinyurl.com/2fz4tse
