This spider lives in ad around our plastic bin, don't often see spiders this big here (Glasgow, Scotland). Should I be concerned?

Your spider is one of the orb weaving spiders (Araneidae) and is harmless to humans. Possibly a member of the Garden Orbweavers (Argiope) from the general shape. The Banded Garden Spider can be found in the UK (Argiope trifasciata) and individuals can vary a bit in markings and color. I can't say for certian this is your spider, but regardless, Orb Weavers are harmless.
This spider is in the genus Araneus, possibly the European garden spider, Araneus diadematus - see http://en.wikipedia.org/wiki/European_garden_spider
