It is difficult to be certain because of the angle from which the photo was taken, but this could be a red saddlebags (Tramea onusta; Odonata: Libellulidae) - see http://tinyurl.com/28o5sjx for an example.

That's it! Great observation that the "saddlebags" are not obvious because of the angle. I didn't think of that and just skipped over the Saddlebag dragon. I just read about the Red Saddlebags and it fits perfectly...
Mostly red or rusty including the eyes
Thorax tawny
Black spots on top of segments 8, 9 and 10
And they are in the Galveston, TX area this time of year.
