Little green cat on rose shrub - MN

I have little green cats on my rose shrubs, they defoliated them in the early summer I treated with a systemic, leaves and buds began to return, and no sign of the cats. Now again as fall is approacing I've seen a small number of cats return and leaves are now begining to have issues. We're in MN, could this be a rose slug or does any one have other suggestions? I just found this DG site and at this posting I couldn't find a cat to post a picture. I'll continue to monitor plants and get an image when available.

It could be the columbine sawfly. Thanks I'll keep an eye out for them and verify more.

Problem solved....I've got Roseslug which turn into wasp sawfly. I've seen the fly/wasp on the plant. This picture show the wasp with the stripe and there are other pictures online that show the wasp with wings down. Thanks for the help!

Now that I know what I have how can I get rid of them without diazinon, I really hate to use harse chemicals with the birds I have in the yard. Obviously I'm not getting enough to deal with these little buggers as my roses (Little Mischief) haven't done well the past couple of years. Any suggestions on treatment?
