I think it's a Digger Wasp.

yes it is Digger Wasp, Scolia dubia

The term 'digger wasp' more properly is applied to some members of the family Sphecidae. Scolia dubia is in the family Scoliidae; their larvae feed on the grubs of beetles in the family Scarabaeidae that can be serious lawn/garden pests - see http://tinyurl.com/2728bnh for details.
