Dinu, your beetle seems to be the Parthenium Beetle or Pallister Beetle - Zygogramma bicolorata in the Chrysomelidae: http://www.iprng.org/IPRNG-Gallery3.htm
It is a Mexican Beetle, but was introduced into India for biological control trials against the weed Parthenium hysterophorus (Asteraceae)
