Thank you for the additional photo, but I still cannot see the wing venation. Flies in the family Syrphidae have an extra ('spurious') vein in their wings; see http://tinyurl.com/22srql8 for an image.

Bactrocera cucurbitae
Although this fly could well be in the family Tephritidae (I still would like to see its wings more clearly), I would hesitate to confirm it as Bactrocera cucurbitae as the markings on the thorax are not consistent - compare with the image at the bottom of http://tinyurl.com/2ft28xq
I saw that image, and still think it differs from yours; but then, I do not know how much individual variation can be expected for this species.
