Which are the seeds???

I am embarrassed to ask but..... in collecting seeds from Mexican Hat (ratibida ) , what is actually the seed? Is it the fuzzy part on the outside of the cone or what is under that - the cone itself ???? It looks to me like the cone itself would be the seeds, but I am not sure and have had no luck finding it on a google search. (Dave's is usually much faster !)

Sometimes, when "it all looks like dust to me", I'll pick out groups of similar-looking things and sprout them separately on a coffee filter or paper towel ... labelling each guess ahead of time.
