To repeat, this is an ensign wasp (Hymenoptera: Evaniidae). They are beneficial in that they parasitize the egg capsules of cockroaches - see http://tinyurl.com/26mw4xx for more detailed information.
Can these ensign wasps sting or bite?
No; they lack venom of any kind. They are completely harmless to humans.
