Black ant-like bug 5/16" long, w/wings 1/4" length, The tail is attached with a hard rod from it's body and it swings vertically up and down. It's antenna are 1/4" in length.

This is an ensign wasp (Hymenoptera: Evaniidae). They are beneficial in that they parasitize the egg capsules of cockroaches - see http://tinyurl.com/26mw4xx for more detailed information.
