I came across this little guy yesterday. It seems as if he/she was laying tiny eggs on the flower. Can anyone tell me the name of this insect?

This is a wasp in the family Ichneumonidae (see http://tinyurl.com/258uxj2 for an example in the subfamily Anomaloninae). These wasps all are parasitic on other arthropods. They would not lay eggs on the flower.
