What are these eggs (?) on my milkweed?

Do any of y'all know what these strange projections are along the edge of the leaves of this A. tuberosa/butterfly weed. They look like eggs to me, but they are not monarch eggs or milkweed bug eggs which I found images of online. I just found a few on my swamp milkweed as well.
