What is THIS???!!!

I have 4 grafted Tropical Hibiscus plants. 'The Path' and 'Fifth Dimension' has these on the stock plant (the base stem that it is grafted on to) I have seen them there before, they don't move, and don't seem to be doing anything harmful. I'm not even sure they are bugs, but what else?? They do squish when I touch them... Come to think of it, these 2 plants do look the least happy of all my plants! UGGG!

Please Help.

All my plants have a light application of Bayer Advanced Rose and Flower Insect killer spray, that lasts 30 days. Not sure if I sprayed enough, and if I sprayed the base trunk and soil...

These are scale insects, relatives of aphids and the like that feed on plant sap; some species can be very serious pests. See http://tinyurl.com/ycobs8x for a fact sheet that includes control recommendations.
