This is a robber fly (Diptera: Asilidae) in the genus Laphria. Several species in this genus appear to mimic bumble bees - see http://tinyurl.com/25e9sl5 for an example. Robber flies are ambush hunters that dart out from a place of concealment to nab their prey.
