They're all over a shrub (I believe euonymus). They're on nearly every leaf. Teeny things... but must be thousands of them.

are you sure they're eggs? They look like whiteflies.... did you nudge one to see if it would fly?
They are scale insects, Unaspis euonymi
Insecticidal soap should take care of them as long as it is done before they mature.

Avianut, they don't move on their own at all (at least for now). I can scrape them off, but otherwise they don't budge.
Melody, thank you. I looked that up, and it seems to fit the bill. Man, looks like a big problem. I'll try your suggestion right away.

Once they mature, they can be pretty difficult to get rid of.
