Hey there, I just found these insects in our yard, living on Dandelion plants. They look to be some sort of parasitic blood sucking insect, the large ones are engorged with mammal blood. Are these ticks? Will they be dangerous to or infest themselves on our cat?

These are aphids. (there are hundreds of different types) They are harmless to humans and pets. They suck plant juices and can be controlled by spraying them off with a hose or using soapy water to kill them.
