suggestions for an evergreen

I would like to find a weeping evergreen that is cold hardy in MO and isn't succeptable to ice/snow damage. It seems a lot of the pines around the area tend to break off in a snow load, do the cedar types do that?
I don't want anything overly huge either. Any ideas?

Juniperus scopulorum 'Tolleson's Blue Weeping' http://davesgarden.com/guides/pf/go/62573/ is my favourite and reminds me of Spanish Moss hanging from branches. It's relatively slow growing.
Cedars, even the native Western Red Cedar can break in heavy snow. Cedrus can lose large branches in heavy snow.

The first one that comes to mind for me is Pinus densiflora Pendula. It seems like a pretty strong tree for me. I am sure there are many more to choose from.

Any of the pendulous or weeping spruces, like Picea abies or Picea pungens selections will be very hardy and very resistant to snow/ice loads.

Frilly, I'm near you.
I have lots of weeping conifers doing fine: japanese red pine, Norway spruce, Nootka false cypress, juniper, Cedar of Lebanon - they all do fine. I think their weeping nature lets them shed the snow gracefully.
It's the formal upright conifers that get disfigured by snow load, such as gold cone juniper.
