This appears to be a nymph of a planthopper in the family Flatidae; it bears some resemblance to the citrus flatid planthopper, Metcalfa pruinosa - see http://tinyurl.com/25vhqcr fr an image and http://tinyurl.com/23685yv for a fact sheet. They have a wider host range than the common name implies.
