Can anyone tell me what beetle this is, and has it caused the leaf damage pictured. Thank you.

This is a four-lined plant bug; Poecilocapsus lineatus (Hemiptera/Heteroptera: Miridae) - see http://tinyurl.com/23mtfju for the Daves Garden page on it.
