I saw this in Bucks County, Southeastern Pennsylvania (last night for the first time, and then this photo was taken today).
From what I'm seeing online it looks like this is a plume moth? Yes? If so, anyone know what kind?

Yes, it is a plume moth (Lepidoptera: Pterophoridae); likely in the genus Geina. I hesitate to pin a specific name on it, as there are several species that superficially look very much alike - see http://tinyurl.com/35zolhx and http://tinyurl.com/39398yn for a couple of examples.
