Do all dragonfiles have two sets of wings?

I am trying get a picture of this to post. This insect is not a damselfly or lacewing but it also cannot be a dragonfly(i don't think) because it appears to have only one set of wings though there may be a second set directly underneath.I thought with dragonflies there was a space between the two sets of wings. The body looks a lot like a dragonfly though eyes do not protrude as much. It is an uneventful light brown color. It seems to hang out vertically on my fennel plant and even on some of my snapdragon foliage. It does not fly away when I approach so I think I will think i will be able to photograph soon. the body is only 1-2 inches long. I have had a dragonfly before in my garden last year but it was fairly large and mostly black. I have only seen this new brown insect fly when the sun is out. My apologies again for not having a picture to post yet.

Sounds like it could be a large crane fly (Diptera: Tipulidae). Like all true flies, they have but one pair of wings - see http://tinyurl.com/mlhtfj for an example.
