Not sure what this is. Its attacking my River Birch. The lady bugs that have arrived dont seem able to keep up with these.

This doesn't look like typical spider mite damage; if mites are involved, they more likely would be eriophyid mites, which can be gall-forming on the leaves of many different plants. The leaves also could be infected with a bacterial or fungal pathogen, but river birch is supposed to be relatively pest and disease resistant. You might try taking some leaves to your county office of Clemson University's Cooperative Extension service for assistance in identification of the problem - see http://tinyurl.com/29bj4gb for contact information.
