I am not familiar with this insect. It appears to have some serious wing damage/defect and buzzes quite angrily when disturbed.

This appears to be one of the periodical cicadas (Hemiptera/ : Cicadidae) in the genus Magicicada that apparently suffered some injury during eclosion from its nymphal exoskeleton - see http://tinyurl.com/2bq3l6b for an image of a 'normal' specimen. The next emergence of these cicadas in Louisiana (brood XIX) isn't supposed to happen until 2011; yours may be an outlier/straggler whose development got 'out of sync' - see http://tinyurl.com/ltp2qf

They sound and look scary but I've never been hurt by one
