I think this is some type of fly, but not sure which. Hope this picture is clear enough for id.

This appears to be a fruit fly (Diptera: Tephritidae) in the genus Eutreta - see http://tinyurl.com/2efvtto for an example. Their larvae appear to be gall-formers on herbaceous plants.
