This appears to be a false potato beetle, Leptinotarsa juncta (Coleoptera: Chrysomelidae) - see http://tinyurl.com/mb8l47. Also known as a horsenettle beetle, it does not seem to be able to complete its development on potatoes. I often see these on our property.
