These guys were on my roses, I sprayed them with some insecticidal soap, what are they and will that work ? G

These are aphids, aka plant lice or greenfly - insecticidal soap should work, but this has no residual action and repeat applications likely will be necessary. If your plants are sturdy, just hitting them with a strong stream of water from a garden hose should dislodge /kill many of these pests.

This will kill some but not all, simply by physically disrupting their very soft bodies. At the very least, this method will dislodge enough of them to enhance the effectiveness of insecticidal soap application.
