I found these guys absolutely swarming my crape myrtle today. They're especially on the new growth and the pencil-thin branches with leaves, but also congregating on the truck in crevices.
This image has two insets. One is from a distance and the other is as close up as I could get. Sorry, no macro lens, so the closeup is particularly blurry, but I hope you can see it. the look a bit like white furry sow bugs, or caterpillars. Most aren't moving, but a few are moving along, and they seem to be inching rather than crawling.
What do I have here?

That is a Mealybug in the family Pseudococcidae, possibly Pseudococcus calceolariae: http://davesgarden.com/guides/bf/go/1553/

I'm pretty sure that's it. Thanks.
