Came across this guy in Death Valley CA. When approached it arched its back and wings to display bright red stripes on its side. Was very fast, but did not fly. What is it and can it bite?

DEATH VALLEY BEETLE
This is a blister beetle (Coleoptera: Meloidae); likely Phodaga alticeps - see http://tinyurl.com/2fbqod5 for an image. You may want to add it to the bugfiles at http://tinyurl.com/2fl4fpe
