This is a male predaceous diving beetle (Coleoptera: Dytiscidae); possibly in the genus Dytiscus - see http://tinyurl.com/ygxsmsc for an example. These beetles are strong fliers, and may be found quite some distance from water sources. Males can be distinguished from females by their smooth, shiny elytra (wing covers) and the expanded, disc-like front tarsi that they use to hold onto the females while mating.
