These critters (LOTS of them) are on a sedum. I don't think they are aphids. WAY too tiny. I'd say less than 1/8th inch. This photo is a cropped section of one of the leaves.
I've soaked the leaves and bugs with isopropyl alcohol. Hope someone can tell me what they are and if the alcohol is going to do any good. If not what will kill them.

CLOSED: OOdles of very tiny black bugs
These are indeed aphids, the paired tube-like structures (cornicles) at the end of their abdomen is a key characteristic. Try applying an insecticidal soap for control; there is far less chance of damaging the plants that way.
Are there different species of aphids? These are black, but I've seen green aphids too.

There are hundreds of species of aphids; they come in a wide variety of colors and may be winged or wingless. See http://tinyurl.com/yao2hkp for a few examples.
