I live in Andalucia, Spain, and found this (rock hard) nest on an exterior wall outside my house - size: 100mm long x 25 mm wide.
Can anyone help me to identify what it is and if it is harmful, or should I just let it be?

I think that is a wasp or yellow jacket nest.
If it is a wasp nest, it would be one of a member of the family Sphecidae (that includes mud daubers), not that of a yellow jacket (family Vespidae). However, the shape appears atypical for nests of most mud daubers. You might try gently breaking a corner to see of it is hollow inside; if it is a mud dauber nest, there would not be any armed and dangerous adults ready to pounce, but immatures (larvae/pupae) and/or remains of their meals (usually spiders).
