This looks like Lygaeus turcicus (Hemiptera/Heteroptera: Lygaeidae), sometimes known as the false small milkweed bug - see http://tinyurl.com/yea8m6v for an image. Its preferred host plant appears to be the false sunflower, Heliopsis helianthoides.
