I have envied my neighbors' butterfly weed for years, but I could never find plants at the Co-Op store or at other retailers. It was only this year that I figured out that you have to order that kind of plant (native species) from a specialist. I ordered from lazyssfarm in northern Virginia. The orange Asclepias tuberoas set in well and became a vigorous plant almost immediately. It even made a seed pod and produced seeds just two months after transplanting. I also ordered one plant of the Hello Yellow variety of A. tuberosa. I put it in a choice location. But six weeks after transplanting the tops appeared to die. Then, after the first frost, it put up some new top leaves. I have attached a photo of this current display. Can anyone tell me what is going on with this plant? Should I have patience with it. Or should I dig it up and try another thing?

I'd mulch it up, water it if you're having a dry winter, and assume it knows what it's doing. They have a deep taproot, so usually once that is established, the plant will keep coming back, even if there are little setbacks like frost.
I wouldn't think there would be any reason to dig it up? Worst case, it dies for real and becomes organic enrichment for your soil.
I don't know anything about Tennessee, but here some of my plants have dormant periods at certain times of year. Maybe it's confused about when to stay dormant and when not to go dormant. Here some plants are dormant in winter, some in summer and some just whenever it's too dry for a while.
