I'm new to propagation, and I'm wondering what budget-minded lighting is best? Thanks.

It's hard to beat shoplights - about the cheapest you can go plus the results are very good. Consider T8 over T12 for better efficiency, longer life, and more lumens per watt. They cost more initially but in the long run it should pay for itself plus I think I read that T12 will be phased out one of these years.

Shop lights is the way to go. Home depot or Lowes. You DO NOT need so called "fancy" grow lights. hcmcdole is correct!
