Can anyone please tell me what these insects are? There are all along the stems of a Hibiscus moscheutos plant. Are they harmful? Thank you.

These are scale insects, and they are harmful to your plant. Either insecticidal soap or horticultural oil application should control them, see http://tinyurl.com/ycobs8x for detailed information.
