This is a thread-waisted wasp (Hymenoptera: Sphecidae; subfamily Sphecinae); likely a Sceliphron sp. - see http://tinyurl.com/yhwzsd7 for Sceliphron spirifex
Yes it is the one. Searches say, 'found in Africa and Europe'. Found here as well.
