CLOSED: wasp/hornet?
This is a vespid wasp in the genus Polistes; possibly a northern paper wasp, Polistes fuscatus - see http://tinyurl.com/ykxhwmo for an example. This is a very common and widespread species that can exhibit a fair degree of individual variation in appearance.
