Not an insect but what is it?

Tolleson, AZ(Zone 9a)

I had no clue where to post this so I thought I woud start here. Is this a worm of some kind? A snake of some kind? ok I have decided it might be some kind of snake. It opened its mouth up . I thought I knew my snakes but I have never seen one of these before. My cats were playing with this and that is how we came across it.

Does it have scales, like a snake or lizard does? Or does it have rings around its body? How about its eyes - can you describe them? How big is it?
