I friend asked if I could determine what kind of worm did this damage to the oak trees where he lives. They are small and white and when they are finised or whatever the get the the ground by hang down on a white thread. That is all I have.

A photo of the alleged culprit would indeed be helpful. The behavior you describe seems consistent with that of caterpillars in the family Geometridae ('loopers' 'inchworms' etc.) as well as those of the California oak moth (Phryganidia californica), but the small silken cases and type of damage shown are not. You might also try contacting your county Cooperative Extension Service office (see http://ucanr.org/ce.cfm) to see if you can get any other advice.
his problem was that he contacted me after the worms had all gone to ground or whereever they went.
