Found a whole bunch of these on leaves. They are everywhere. Are the ones with the holes in them the same thing as the ones without the holes? What are these?

These all are galls caused by a small wasp in the family Cynipidae. The holes were made by the wasps emerging after completing their immature stages in the gall tissue. Oaks appear particularly susceptible to gall formation, particularly by cynipid wasps.
