The photograph is in East Texas, but I have seen it in Houston too? What is it? Is it beneficial or harmful?

This is a large milkweed bug, Oncopeltus fasciatus (Hemiptera/Heteroptera: Lygaeidae) - see http://tinyurl.com/dl62u7 for images and detailed information. Unless you are trying to raise milkweed, I would call them 'neutral.'
