I found 2 of these "playing" in the buckthorn. They're pretty but what are they?

These appear to be wood wasps (Hymenoptera: Siricidae), sometimes called horntails. Their larvae tunnel in the wood of dead or dying trees.
It depends on the species and circumstances - see http://tinyurl.com/ktdadz for an example, They do not really contribute to the death of the trees themselves, but their tunneling can affect lumber quality in some cases.
After reading this and doing other research I may have to talk to my neighbor. He has a dying pine tree that may be the culprit. I see holes like that in his tree.
