This is what my tiger lillies look like today; as you can see the stalks are turning brown and drooping. Is this the way they should look like this time of year? Is it alright to cut down the stems now?

Yep, it's that time of year. My earliest blooming lilies have already started to turn. When they're no longer green, their job is done for the year and the stalks can be removed.
