they are destroying my twig dogwoods... my guess is bad cats

They're dogwood sawfly larvae, Macremphytus tarsatus:

No it won't, these aren't true caterpillars (closer to wasps). I just pick them off I get to them early enough, but my dogwoods were shredded when we had all that rain and I didn't check on them. :(
