What type of spider is this and is it dangerous

Found this guy in my front yard on my bushes. Been noticing a lot of new bugs this year. I currently live in the burbs outside of Philly

He is Orange with a yellow/Black body and white tips.

Also, I dont have a picture but some new, freaky looking mosquito is appearing lately. Seems larger than the normal mosquito but its body is Orange/Red and a good 1-2" at least. i had a dead one i found in a bag but my wife threw it out :( Anyone know of any type of Orange Mosquito? Im sure it is a mosquito because of its eyes sucker thingy

This might be Argiope aurantia. An orb-weaver. It is harmles to humans.

As to the other, it might be a cranefly. It is not a mosquito and also harmless.

I just found what I think may be the same kind of spider on the trash can that was sitting outside.
